Our panel of experts will discuss the importance of post-acute care to the success of ACOs and examine some of the strategic and legal issues.

 
Thomas M. Donlon 

Tom Donlon is a consulting actuary and is a Principal and Healthcare Practice Leader at The Terry Group. His more than 30 years of experience working with a wide range of clients, including insurers, public sector entities, healthcare providers and employers, enables him to provide well-informed advice and services that effectively address the needs of a diverse set of stakeholders in the healthcare industry. 
In today’s healthcare environment in which risk is being redistributed among employers, insurers and healthcare providers, Tom helps clients maintain their position in the healthcare industry and take advantage of opportunities that arise from emerging trends and shifting incentives. Tom and his team use sophisticated, data-driven healthcare rating models to predict the cost of care, adjusting for trends, interventions, reimbursement contracts and risk arrangements. Tom provides guidance and expertise related to strategies for contract negotiations, product development and risk management, identifying opportunities for improvement and modelling the impact of new initiatives. He has led projects involving risk sharing arrangements, population health initiatives and insurance market assessments. 
Tom also has served as an expert witness and provided litigation support in various cases related to value of medical plan designs, appropriateness of plan vendor fees, and the interpretation of health insurance contracts. 
Tom is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries. He holds a Bachelor of Science degree in Mathematics from Loyola University of Chicago.


Garrett Jackson


Garrett Jackson is an associate at Polsinelli and regularly advises clients on physician alignment, ACO/CIN formation, BPCI, CJR, and commercial payor based bundled payment models, purchase contracts and discount/rebate arrangements, and GPO arrangements.  Garrett is passionate about the health care industry and understanding the numerous complexities and legal issues that can impact health care related businesses.  As the first Value Analysis Manager at a large integrated health system, Garrett was responsible for working with executives, physicians, clinicians, and manufacturers to contract for and introduce new products into the system's facilities. Through this experience he was exposed to the varied but important perspectives of each of these stakeholders. He utilizes this front-line experience in negotiating and advising on a variety of healthcare supply chain relationships for clients in many roles including providers, manufacturers, GPOs, and integrated health systems.  He also leverages his practical healthcare and management experience in working with health systems on strategies for implementation of a variety of physician alignment and bundled payment models. 


Jason Lundy

Jason Lundy is a shareholder at Polsinelli and concentrates his practice on senior housing and long-term care. He represents skilled nursing, assisted living, independent living, and CCRC providers, and he assists those providers with all operational and regulatory matters such as regulatory compliance, crisis management, responding to and appealing survey findings and sanctions, Medicare and Medicaid certification, Certificate of Need applications and CON post-permit sanctions, Life Safety Code compliance, and Fair Housing Act compliance.  Jason also defends providers in administrative hearings before state and federal agencies, and in administrative review appeals in state circuit courts, federal district courts, and appellate courts. Jason is licensed in Illinois and Wisconsin, earned his law degree from the University of Illinois College of Law, and undergraduate degree from Duke University.
